Venezuela: Analysis of Voting Data from the Recent Venezuela Referendum (2004) On August 15, 2004, Venezuelans voted in a national referendum, to decide whether to recall President Hugo Chávez from office. The election was performed using Smartmatic electronic voting machines that tally votes electronically and produce a voter verifiable paper backup of each vote. Opposition figures have accused the CNE, the Venezuelan electoral authority, of election fraud. This paper describes a statistical analysis of the detailed election results reported by the CNE.

India: Description of the Electronic Voting Machines (EVM)
The Carter Center: Developing a Methodology for Observing Electronic Voting (2007) On Nov. 2, 2006, The Carter Center hosted the first activity of this initiative—a small workshop of representatives of election observation organizations and e-voting experts aimed at fostering collaborative discussion and the development of a draft methodology for observing electronic voting. This meeting, called “Developing a Draft Methodology for Observing Electronic Voting Technologies,” built on the results of a previous workshop hosted by the Center in 2005 on the challenges posed by electronic voting technologies. Shortly after the November 2006 meeting, The Carter Center deployed a specialized technical mission to Venezuela to observe the use of electronic voting in its Dec. 3, 2006, presidential election and to conduct a preliminary field test of the methodology. Following the Venezuela mission, Carter Center staff and consultants worked to update and revise the methodology. The Center plans to test the draft methodology in at least two additional pilot missions. This short document, with the attached revised draft observation forms, summarizes the discussions of the November 2006 meeting, the methodological findings of the technical mission to Venezuela, and subsequent efforts by Carter Center staff to revise the draft methodology for observing electronic voting.
A Proposed Framework for Technology Selection in order for developing countries to execute election operations efficiently This paper aims at establishing a framework that defines a set of criteria that can be used to determine what and how technology can be used to enhance and improve election operations in developing countries. The author finds extensive support for the use of technology in general administration activities as well as delimitation, voter registration, candidate management and result reporting. The study proposes that electronic voting technologies only be used in Developing African countries after extensive thought and consultation with stake holders. This paper is a dissertation submitted to the University of Liverpool.

Procurement Aspects of Introducing ICTs solutions in Electoral Processes, The European Union, United Nations Development Programme and International IDEA (2010) This is the first publication in the Operational Paper Series by the Joint EC-UNDP Task Force on Electoral Assistance. Guyana: Elections Commission Activity Report (2004) This report treats the major activities undertaken by the Guyana Electoral Commission (GECOM) in 2004. The Commission announces that the Commonwealth Secretariat will take part in a needs assessment mission in Guyana. The GECOM is preparing for the 2006 elections. Deolall Ramlall, a civic voter manager was sent to Trinidad and Tobago on behalf of the GECOM to examine how the country's Electoral Management body carries on their voter education programs.
